It does sound as if what they're saying is that eventually the entire Backbone app experience will be paywalled (the app, even before the +, acted as a launcher, giving you a gaming centric home screen experience that is more like a Switch or other console). It's a plug-and-play MiFi device, and it just works in controller supported games. You don't really need the Backbone app to use the controller.
